In general, the Finance Office is responsible for maintaining control and reporting on all
financial activity of the Borough of Hopatcong. This includes, but is not limited to, current
fund, water and sewer operating funds, capital funds, capital projects, animal control trust, other trusts, fixed assets payroll, and accounts payable. The Finance Office is staffed by three individuals, the Chief Financial Officer, (CFO), the Payroll and Finance Assistant and the Accounts Payable and Purchasing Clerk.


Chief Financial Officer

The CFO is responsible for the preparation of the annual financial statements, annual debt statements and balance sheets of all Borough funds and for all general financial matters.
The CFO is responsible for debt issuance, investments, revenue analysis and monitoring expenditures. The CFO also oversees all financial records in order to determine the financial position of the Borough, compliance with various laws and regulations and procedural accuracy. The CFO also advises the Mayor, Council, Administrator and department heads on financial matters and is responsible for all other general fiscal functions.


Payroll and Finance Assistant

The Assistant is responsible for the preparation and maintenance of employee payroll and health insurance files, bi-weekly payrolls and agency payments in accordance with contractual and legal regulations. The Assistant also reconciles and prepares quarterly pension reports and ensures the accurate preparation of quarterly employer tax reporting and deposits. In addition to payroll functions, the Assistant maintains all Borough fixed asset records and assists the CFO as needed.


Accounts Payable and Purchasing Clerk

The clerk is primarily responsible for the timely and accurate processing of purchase orders for payment. In addition, the clerk assists department heads and the purchase agent in purchasing matters, as needed.
